Médecins du Monde France (MdM-F) is an independent organisation of active militants providing care, bearing witness and supporting social change, both in France and internationally. For the past 40 years, we have been committed to working with the most vulnerable individuals and their communities to break down the barriers preventing them from having access to healthcare.
Tanzania is an East African country with a population of approximately 67.44 million. Its population is growing sharply (2.9% about each year since 2000) and mostly young with over 70% of the population is under 30 years old1. The Tanzanian health system remains fragile due to a lack of universal health coverage, poor infrastructure, investment, and sufficient health personnel. The youth and adolescents are particularly vulnerable due to insufficient information on sexuality, contraception, and SRHR resources.
The FSPI TanzAfya SRHR project, funded by the Ministry of Europe and Foreign Affairs (MEFA) with a budget of Euro 600,000 aims to address these challenges over two years (June 2023 to August 2025). It aimed to contribute to the reduction of sexual and reproductive health (SRH) morbidity and mortality among adolescents and young people aged 10-24 years in the Dodoma region of Tanzania.
The project focused on three components, (i) integrate film production and health promotion through a series of coordinated activities, (ii) strengthen the quality and accessibility of SRHR care provision at the community level and in public health structures, and (iii) contribute to the emergence of a political, institutional, and social environment conducive to greater recognition of sexual and reproductive rights, especially for adolescents through promotion to competent authorities; and the SRHR films and cinebus which were launched with the participation of those authorities.
In the context of this project, MdM-F is looking for a consultancy team to carry out a Final External Evaluation mission, the objective of which is to provide a comprehensive assessment of the FSPI TanzAfya SRHR project’s performance, focusing on its achievements, challenges, and the long-term benefits it has brought among adolescents and young people aged 10 to 24 years in the Chamwino District and Dodoma Municipal Councils, Dodoma region of Tanzania. Specifically, the Evaluation mission shall:
This final evaluation will be critical in guiding future efforts to address SRHR challenges in Tanzania and ensuring that the progress made by the FSPI Tanz-Afya project is sustained and built upon.
The total budget available for this mission is 15,000 Euros (including VAT) maximum, inclusive of all costs including contingency costs (maximum 5%).
The evaluation team will oversee setting out an appropriate approach and methodology, supporting and carrying out the evaluation process, collecting and analysing the necessary data, producing and delivering the inception report and any other anticipated production, and providing feedback as stated in these terms of reference.

A maximum of six (6) candidates will be shortlisted and invited to submit a complete technical and budget proposal in response to the terms of reference to be provided to them.
